In fifteen years, the answer has been: very rarely, and it costs far less than turning away one person who needed help and was too proud to prove it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The forms, the referrals and the proof are what kept six neighbors waiting at a bus stop every Thursday in 2011.
